Tamilnadu Number Plate Identification and Character Segmentation

Abstract


Number plate Identification (NPI) and character segmentation (CS) plays key role in the Number plate segmentation system (NPSS). In this paper, we consider two issues, namely, NPI and CS. In NPI, histogram equalization is employed to solve the low contrast and dynamic-range problems and Eight-Neighbors technique is proposed to filter the unwanted areas in the image. In CS, the hybrid binarization technique isproposed to effectively segment the characters in the dirt NP. As documented in the experiments, good localization and segmentation results are achieved with the proposed algorithms.
